(Sr) Program Manager, ELT Product Solutions and Assessment

About the Role
We are looking for a talented Program Manager to oversee the end-to-end roll-out, delivery, and operations of Programme OUP’s English assessment portfolio, coordinate collaborations on multiple projects between the ELT Division and Education CML branch, push through deal proposal approvals, and other ad-hoc programs.
The Program Manager will play a crucial role in ensuring the seamless execution of the ELT home-learning strategies and assessment services in China, meeting both client expectations and industry standards.
Key responsibilities:
1. Programme Leadership:
- Responsible for translating the high-level strategy into a clearly defined programme plan for implementation, ensuring delivery of the programme in accordance with agreed timeframes, ensuring clear alignment to business goals and strategies.
- Work closely with CML assessment team on the planning, implementation, and tracking of English assessment programmes, aligning with industry standards and regulatory requirements.
2. Stakeholder Management:
- Work closely with CML to manage relationships with key internal stakeholders, and internal teams to ensure alignment and satisfaction throughout project lifecycle.
3. Technology Integration:
- Collaborate with IT teams to integrate assessment technologies and digital solutions, ensuring reliable delivery platforms and supporting infrastructure.
4. Quality Assurance:
- Work with CML to implement rigorous quality assurance processes to maintain reliability and validity of exams and ensure adherence to assessment standards.
5. Reporting and Analytics:
- Provide regular progress reports about programmes of work, performance metrics, and actionable insights to stakeholders, supporting data-driven decision-making.
- Organize and maintain information, documentation, and centralized resources for the CML
6. Continuous Improvement:
- Evaluate programme performance, gather feedback, and implement enhancements to improve efficiency, effectiveness, and client satisfaction.
7. Communication:
- Work closely with the wider regional team and the HQ to ensure alignment of programme objectives and delivery in line with wider organisational objectives
8. People Management:
- Ensure that the right level of resourcing, both capacity and skillset is planned and secured, so that the Programme is set-up for success.
9. Planning:
- Strategic Planning: Contribute to annual strategic planning activities by collaborating with various functions.
10. Budget Oversight:
- Define and manage the programme's budget, monitoring expenditure and costs against delivered and realized.
About You
Essential:
- Bachelor’s degree in Education, Business Administration, Computer Science, or a related field.
- 8+ years of experience in programme management within the ELT sector.
- Proven track record in managing large-scale projects with multiple stakeholders, demonstrating strong organizational and leadership skills.
- Excellent communication skills with the ability to engage and influence stakeholders at all levels, fostering collaborative relationships.
- Experience in managing complex budgets and resources, ensuring cost-effective programme delivery.
- Knowledge of ELT business, international educational assessment frameworks and regulatory requirements.
- Experience with Agile project management methodologies and tools (e.g., JIRA, Agile Central).
Desirable:
- Master’s degree preferred.
- Ideally with experience of English language testing and exposure to global assessment standards and best practices.
- PMP, PgMP, or relevant project management certifications are advantageous.
- Familiarity with assessment technologies and platforms and their integration into operational workflows. Understanding of examination processes, assessment methodologies, and test administration logistics.
- Understanding of data privacy and security protocols related to assessment and testing services.
- Ability to adapt to changing priorities and navigate ambiguity in a fast-paced environment.
